    Background: Senegalese President Leopold Sedar Senghor has proposed negotiations between his country and Algeria for a treaty of cooperation and friendship, besides trade and cultural agreements now being worked out by ministers and officials of both countries.

    President Senghor began a three-day visit to Algeria on Wednesday (6 September). He has had private talks with Algerian President Houari Boumedienne and a separate meeting with President Moktar Ould Daddah of Mauritania, who is now on a private visit to Algeria.

    On his arrival on Wednesday, President Senghor said his visit was aimed at cementing African Unity in two ways "by overcoming the split between Arabs and Blacks as much as that English and French-speaking countries."
