    Background: The United Nations Secretary-General, Kurt Waldheim, arrived in Jerusalem on Thursday (10 February) for discussions on Middle East peace hopes. His visit came amid reports that the Palestinians are willing to make concessions in an effort to secure a settlement in the region.

    SYNOPSIS: Dr. Waldheim went straight from Jerusalem airport to discussions with Israel's Foreign Minister, Yigal Allon. The Secretary-General told newsmen after three hours of talks that he had an extensive exchange of views with Mr. Allon, but he declined to give any details.

    Extreme Israeli nationalist groups have threatened to disrupt Dr. Waldheim's visit and there were demonstrations in the West Bank town of Nablus. Israeli authorities have already stated their opposition to U.N. participation in efforts to find a solution to the Middle East conflict. But Dr. Waldheim has said he is not acting as a mediator but wants discussions with all parties.

    Later on the day of his arrival, Dr. Waldheim visited Yitzhak Rabin, the Israeli Prime Minister at his office in Jerusalem. The meeting was also attended by Israel's Minister of Defence, Shimon Peres. Reuters--quoting U.N. sources--said that the Secretary-General told the Israeli ministers that the Palestinian leadership was willing to make a concession in its claims. It was reported that the Palestine Liberation Organisation (PLO) no longer sought to get back all of Palestine but would settle instead for a "mini-state" alongside Israel.
