IT DOES NOT END THE THREAT OF NUCLEAR WAR; IT DOES NOT REDUCE NUCLEAR STOCK PILES; IT DOES NOT RESTRICT THEIR USE IN TIME OF WAR. HISTORY WILL EVENTUALLY RECORD HOW WE DEAL WITH THE UNFINISHED BUSINESS OF PEACE. BUT EACH OF OUR GOVERNMENT SHALL - AND WILL - PLAY AN IMPORTANT ROLE IN DETERMINING WHAT FUTURE HISTORIANS WILL RECORD. THE SIGNATURE OF THIS TREATY REPRESENTS THE READINESS OF THE UNITED STATES TO JOIN WITH THE TWO OTHER ORIGINAL SIGNATORIES, AND WITH OTHER NATIONS, IN A DETERMINED AND SUSTAINED EFFORT TO FIND THE PRACTICAL MEANS BY WHICH TENSIONS CAN BE REDUCED AND THE PROBLEMS OF THE ARMS PACE LIFTED FROM THE SHOULDERS OF OUR PEOPLE. FOR THIS REASON WE ARE PARTICULARLY RELEASED THAT SECRETARY-GENERAL U THANT HAS ACCEPTER OUR INVITATION TO BE HERE FOR THIS OCCASION."

    THE TREATY, AN HISTORIC MILESTONE IN EAST-WEST RELATIONS, CLIMAXING YEARS OF PATIENT, OFTEN SEEMINGLY HOPELESS, NEGOTIATION, CAME ON THE EVE OF THE 18TH ANNIVERSARY OF THE DEVASTATION OF HIROSHIMA BY THE WORLD'S FIRST ATOM-BOMB ATTACK.

    MR RUSK SAID THE TREATY WAS A FIRST STEP TOWARDS SAFEGUARDING AN ENDURING PEACE. HE WENT ON:
    MR GROMYKO SAID IN HIS SPEECH (RUSSIAN SOF) THAT THE TREATY COULD PAVE THE WAY FOR THE SOLUTION OF STILL MORE IMPORTANT PROBLEMS, INCLUDING DISARMAMENT AND EUROPEAN SECURITY. THE SOVIET UNION, HE ADDED, WOULD DO EVERYTHING IN ITS POWER TO SOLVE THESE PROBLEMS.
    LORD HOME, BRITISH FOREIGN SECRETARY SAID:
    THE TREATY CAN NOW BE SIGNED BY ANY OTHER NATION, AT ANY TIME. SO FAR, 33 COUNTRIES HAVE DECLARED THEIR INTENTION TO ADHERE TO THE TREATY, WHICH BANS NUCLEAR TESTS IN THE ATMOSPHERE, OUTER SPACE AND UNDERWATER -- BUT NOT UNDERGROUND.
    (MEANWHILE, THE U.S., SOVIET AND BRITISH MINISTERS WILL REMAIN IN MOSCOW FOR FURTHER TALKS TOMORROW AND ON WEDNESDAY. THE DISCUSSIONS ARE EXPECTED TO CENTRE ON A NON-AGGRESSION PACT BETWEEN THE NATO AND WARSAW PACT NATIONS, MEASURES TO PREVENT SURPRISE NUCLEAR ATTACK, PLUS STEPS TO CHECK THE SPREAD ON NUCLEAR WEAPONS.)
