    TRANSCRIPT (SEQ 3): SITHOLE: "The Acting-President and the Secretary-General of the ANC had meetings in Zambia with President Kaunda, President Nyerere, the President of FRELIMO, Mr Samora Machel, and the Foreign Minister of Botswana, Mr Mogwe.



    The meetings concerned the current Rhodesian situation. At the Zimbala meeting near the Zambia-Tanzania border, the two officials were accompanied by six of the Lusaka-based ANC officials. The discussions were fruitful. This afternoon, five officials of the ANC met three Government officials to discuss certain matters pertaining to a constitutional conference. These matters remain confidential but did not include a date for the conference."

    Background: Rhodesian Government officials and political leaders of the African National Council (ANC) met in the Rhodesian capital, Salisbury, on Monday (20 January) to discuss 'matters pertaining to a constitutional conference "Dr Edson Sithole, ANC publicity secretary said at a news conference in the capital on the same day.

    Dr Sithole attended the talks at the head of a five-man ANC delegation. Observers see the meeting as the opening round of low-level discussions to clear the way for a full constitutional conference on the political future of the African majority in white-ruled Rhodesia.

    The Salisbury talks followed a weekend meeting in the Zambian capital, Lusaka, between ANC Acting-President, Dr Elliott Gabellah and ANC Secretary-General Dr Gordon Chavunduka and the Zambian President Kenneth Kaunda and Tanzanian President Julius Nyerere. Also present at the Lusaka meeting were FRELIMO President mr Samora Machel and Botswana's Foreign Minister Mr A.M. Mogwe.

    Observers believe this meeting was to resolve the question of ceasefire violations -- matter which the Rhodesian Government has considered crucial to any possibility of constitutional talks.
