    DR. KHALIO: "If civilisation s to be defined as the satisfaction and refinement of man's wants, a world community that sits by watching hundreds of thousands of human souls die of hunger can be called anything but civilised. Still we try our best not to yield to pessimism. Poverty should not always generate despair. We are encouraged by a set of declarations of good intention made by a number of developed countries in the course of this Session. Other countries developing themselves have declared their willingness to co-operate and to lend a hand to the development f their sister countries. Kuwait offered a lot. Iran pledged amounts that deserve high esteem. Saudi Arabia and other Arab oil-producing nations indicated awareness of their responsibility and the role they could play. They added new dimensions to the very concept of co-operation among countries of the Third World."

    Later in a more optimistic speech the Foreign Minister of the Congo Republic David-Charles Ganao said it was a time when the forces of progress, justice and humanity were winning great victories over the forces of evil and oppression.

    SYNOPISIS: At the United Nations on Thursday the special General Assembly on world economic problems continued with a condemnation by Sudanese Foreign Minister Dr. Khalid, of the world community for failing to feed the hungry.

    Then the U.N. Secretary General Dr. Kurt Waldheim and other delegates heard the Congo Republic Foreign Minister, David-Charles Ganao contributed a more optimistic note.
