Background: Despite strong international opposition, Israel has started another new settlement on the West Bank of the River Jordan. The controversial settlements, to be called Karnei Shomron 'B' has met with little local resistance so far, despite large demonstrations from Arabs against a similar project nearby.

SYNOPSIS: The bulldozers moved in only twelve miles away from the West Bank's most populous Arab town, Nablus. Acres (hectares) of olive groves are being levelled to provide room for the new Jewish village, Karnei Shomran B.

Workmen have surveyed only government-owned land for this latest Israeli project, and officials of the World Zionist Organisation, which is doing the preparatory work, say no private land has been requisitioned. Earlier this month, Arab settlers and Israeli soldiers clashed on the site of another new settlement Elon Moreh, after Israel seized two hundred acres of privately-owned Arab land. The new settlement will be joined to the Karnei Shomron settlement established a year ago.

Israeli Foreign Minister, Moshe Dayan has come out strongly in support of the right of Israel's Jews to settle anywhere in the occupied West Bank and Gaza Strip. Mr. Dayan and Defence Minister Ezer Weizman have opposed the new settlement on private land near Nablus. They say settlements are no obstacle to peace, but the only way for Arabs and Jews to learn to live together. Only a minority of Cabinet ministers are reported to be against the new settlement policy.

After the protest marches and stone-throwing at Elon Moreh, Arabs looked on passively at the new settlements. Some world powers, including the United States, believe that Israel can live at peace with the Arabs only if its settlements are removed from the West Bank.
