    Background: Heads of State of the five-nation Council of Understanding flew to Abidjan, Ivory Coast, for a summit conference to review world developments, with particular emphasis on African states.

    Attending the conference on Saturday (11 November) were Presidents Hamani Diori of Niger, Sangoule Lamizana of Upper Volta and Etienne Eyadema of Togo. Dahomey's new Foreign Minister, Major Michel Aladaye, represented his country in the absence of the new President Mathieu Kerekou.

    At Abidjan airport to greet the visiting leaders was Ivory Coast's President Felix Houphouet-Boigny, diplomatic officials and Government leaders.

    The summit is the first for 18 months, and followed a meeting of Foreign Ministers of the five nations the day before when an agenda was prepared for the national leaders.

    The President of the council, President Diori, said on his arrival that the council remained a very dynamic organisation which was adapting itself to the increased development and evolution of its member States.

    The summit had originally been planned for 28 October, but was postponed because of the recent change of regime in Dahomey, and previous commitments of the Heads of State.
