    Background: THE TRADES UNION CONGRESS HELD THEIR EMERGENCY MEETING TODAY (THURSDAY) AT FAIRFIELD HALL, CROYDON, TO DISCUSS THE GOVERNMENT'S CONTROVERSIAL PENAL CLAUSE OF THEIR TRADE UNION REFORM BILL.

    FOUR OF THE COUNTRY'S BIGGEST UNIONS HAD BY LAST NIGHT PLEDGED THEIR SUPPORT FOR ALTERNATIVE ANTI-STRIKE MEASURES SUGGESTED BY HE T.U.C. WHICH GROUPS MOST OF THE COUNTRY'S TRADE UNIONS. THE T.U.C. WANT UNIONS TO DEAL WITH WILD-CAT STRIKES AND DISPUTED AND NOT THE GOVERNMENT.

    UNION MEMBERS DEMONSTRATING AGAINST THE GOVERNMENT BILL GATHERED OUTSIDE THE BUILDING AS THE DELEGATES ARRIVED. "HANDS OFF THE TRADE UNIONS" WAS THE MESSAGE FROM MERSEYSIDE BUILDING WORKERS, SCOTTISH MINERS, LONDON PRINTERS AND RAILWAYMEN FROM MANY PARTS OF THE COUNTRY WHO STOOD CHANTING OUTSIDE THE CONGRESS HALL. SEVERAL THOUSAND TOOK A DAY OFF TO LOBBY DELEGATES.

    DURING THE MEETING, MR. VICTOR FEATHER, ACTING GENERAL SECRETARY OF THE T.U.C., URGED THE GOVERNMENT TO ADOPT ALTERNATIVE WAYS PUT FORWARDS BY THE CONGRESS FOR DEALING WITH UNCONSTITUTIONAL AND INTER-UNION DISPUTES. HE DESCRIBED THE GOVERNMENT PENAL SANCTIONS AS "HARMFUL, USELESS AND LESS EFFECTIVE" THAN THE T.U.C.'S VOLUNTARY METHODS.

    THE THREE BRITISH SEAMEN JUST RELEASED FROM PRISON IN GREECE AFTER BEING JAILED FOR DISTRIBUTING PROPAGANDA LEAFLETS WERE AMONG THE DEMONSTRATORS OUTSIDE THE CONGRESS HALL. THEY HAVE SAID THEY INTEND TO BRING THE SITUATION IN GREECE TO THE ATTENTION OF THE T.U.C.
