Background: Mount Scopus, on which the buildings of the Hebrew University and the Hadassah Hospital are located, is still in Israeli hands - but since 1948 has been surrounded by Arab territory.

The Jordan-Israeli Armistice Agreement laid down that Israel should have access to the Mountain, with fortnightly convoys taking supplies to the Israeli police stationed on it.

The supplies are checked by United Nations observers and the convoy then passes from Israeli territory into Jordan through the Mandelbaum Gate.

Recently, however, the Jordanians have objected to the presence of petrol drums among the supplies and have refused to let the convoy pass - despite the fact that such drums have previously been allowed through.

This matter is one which United Nations Secretary/General Dag Hammerskjoeld will no doubt wish to thrash out when he visits Amman next week.

Despite the attitude of Jordan, Israel permitted the return, via the Mandelbaum Gate, of cattle that had strayed into Israel from Jordan. As ith all such returns - whether it be animals, people of property - the handover is supervised by UN officials.
