CHONA: "The last few decades have witnessed a conspicuous and earnest desire by neighbouring countries throughout the world to establish economic groupings, with a view to promoting rapid economic and social development, and to ensure harmony and stability among themselves. This is what countries all over the world have done. Mr. Chairman, more and more developing African countries have come to realise that they cannot succeed in their resolve and determination to break down artificial barriers created by colonial powers between neighbouring countries and in the economic and social uplifting of their people by their individual efforts. During this realisation, the co-operation among our countries has become an objective and vital necessity calling for concrete and positive measures to be taken by this conference. The meeting must adopt such measures as would facilitate the achievement of faster and all-round development. This is what you are expected to do. It is time our countries ceased being mere economic and political appendages of our former colonial countries."

The countries represented at the conference include: angola, Botswana, Ethiopia, Comoros, Kenya, Lesotho, Madagascar, Malawi, Mauritius, Mozambique, Seychelles, Somalia, Swaziland, Uganda, Tanzania, and Zambia.
