    TRANSCRIPT: NIKOLAI FEDORENKO: "WE WOULD ASK WHY IS THE UNITED STATES TRYING TO DEFER THE IMPLEMENTATION OF THIS VERY TIMELY MEASURE FOR A WHOLE HALF YEAR? WHAT ARE THE REAL REASONS WHY THE UNITED STATES IS NOT RESPONDING TO THE APPEAL OF THE AFRICAN PEOPLES?



    "THE SOVIET DELEGATION, MR. PRESIDENT, FULLY SUPPORTS THE LEGITIMATE DEMANDS THAT THERE SHOULD BE IMMEDIATE MEASURES IN THE MOST EFFECTIVE ECONOMIC, POLITICAL, AND OTHER CENSURES TO BE APPLIED TO THE GOVERNMENT OF SOUTH AFRICA, AND THE SOVIET DELEGATION FULLY AGREES THAT THE SYSTEMATIC IGNORING BY SOUTH AFRICA OF U.N. DECISIONS AND THE SYSTEMATIC VIOLATION BY THE GOVERNMENT SOUTH AFRICA OF THE PRINCIPLES OF THE UNITED NATIONS CHARTER AND UNIVERSAL DECLARATION OF HUMAN RIGHTS, PLACES SOUTH AFRICA BEYOND THE PALE OF OUR ORGANISATION.



    "THE SOVIET UNION DOES NOT HAVE AND WILL NOT HAVE ANY RELATIONS WITH THE RACIST GOVERNMENT OF SOUTH AFRICA. AS WE HAVE REPEATEDLY DECLARED AND AS WAS POINTED OUT IN A LETTER TO THE SECRETARY GENERAL OF THE UNITED NATIONS, U THANT, DATED 19TH MARCH 1963, AND TO THE CHAIRMAN OF THE SPECIAL COMMITTEE ON APARTHEID, THE SOVIET GOVERNMENT FIRMLY ADHERES TO THE PRINCIPLE OF EQUALITY AND SELF DETERMINATION OF PEOPLES AND CATEGORICALLY COMES OUT AGAINST ANY FORM OF RACIAL OPPRESSION AND IN FAVOUR OF EQUALITY AMONG ALL RACES AND NATIONALITIES."
