    PLO SPOKESMAN:"Everybody in the whole world was waiting for Sadat's speech. We were also waiting for him, we were at least that he will tell the world that he brought with him some Israeli concessions. But it proved that he brought nothing with him and that his visit was really a failure. He brought nothing to the Egyptian people, he brought nothing to the Arab cause. He just gave the Israelis prestige. He recognised Israel indirectly or directly. It was a great support to the Israeli Government and in return he brought nothing for the Arab people. So everybody was waiting for Sadat's speech and we got nothing from him. We got nothing and that's why we are still critisicing the visit. And concerning the invitation to the PLO, we also condemn this invitation,we also condemn the invitation of Israel to go to Cairo, because he wants an international cover, he wants an Arab cover and he wants a Palestinian cover to invite the Israeli to come to Cairo. And also the question is what for? And we..the Israelis give him something, today we heard the news that the Israelis reiterate that they will give nothing to the Arabs, they will not recognise the legitimate rights of the Palestinian people, and they will not recognise an independent Palestine state in the West Bank and the Gaza Strip."



    The Cairo talks were proposed last Saturday by Egyptian President Sadat as a follow-up to his sensational visit to Jerusalem a week ago. The invitations say the talks in Cairo could start any time agreed on after December to 3rd.

    Background: The Israeli Prime Minister has officially announced that he will be sending delegates to the planned Cairo 'mini-Geneva' conference. But the PLO has publicly condemned the idea-the Soviet Union has indirectly condemned it, and Syria, who has said she will not be going, has received invitations to two rival meetings.

    SYNOPSIS: American's invitation to the meeting was received by United States Ambassador Hermann Eilts, and, according to Administration officials in Washington, the invitation will probably be accepted. Soviet Ambassador Vladimir Poliakov also went to the Egyptian Foreign Ministry to pick up Moscow's invitation.

    ...And the Syrian Ambassador Ahmed Hassen al-Assad whose country has turned down the invitation, was also at the Foreign Ministry with the other diplomats on Sunday. Syria has already been invited to attend rival summits in Tripoli and in Baghdad. The PLO, too, has turned down the Cairo invitation-although it has been suggested that their doing so could have cleared the way for other Palestinians to attend. In Beirut, spokesman Mahmoud Labadi put the PLO's viewpoint.

    In Jerusalem on Monday, the Israeli Prime Minister Mr. Begin made a major policy speech in the Knesset in which he said Israel's invitation had been handed over at the United Nations. ...And, he said, Israel will be represented by the Director-General of the Prime Minister's Office, and by the legal advisor to the Foreign Ministry...to of Mr. Begin's top aides.

    He said the delegation could be expanded later if need be. Mr. Begin has already said that Israel will be represented at the talks even if no other country but Egypt turns up.
