    Background: MR. MACMILLAN, BRITISH PRIME MINSTER, TODAY (TUESDAY) MET SENIOR CABINET MINISTER TO DISCUSS THE DENNING REPORT ON SECURITY ASPECTS OF THE PROFUMO SCANDAL. THE REPORT, 50,000 WORDS LONG, HAD BEEN DELIVERED TO ADMIRALTY HOUSE ONLY THE NIGHT BEFORE BY THE EMINENT JURIST, LORD DENNING, WHO HAD QUESTIONED 160 PEOPLE.

    (IT SUMMARISES HIS THREE-MONTH INQUIRY INTO SECURITY ASPECTS SURROUNDING THE RESIGNATION EARLIER THIS YEAR OF MR JOHN PROFUMO, THE WAY MINISTER. HE RESIGNED AFTER ADMITTING HE LIED TO THE HOUSE OF COMMONS ABOUT HIS AFFAIR WITH CHRISTINE KEELER, 21-YEAR-OLD MODEL, WHO WAS AT THE SAME TIME HAVING AN AFFAIR WITH A RUSSIAN DIPLOMAT.)
    LEAVING THE MEETING, THE MINISTERS -- AMONG THEM MR MACLEOD AND LORD HAILSHAM -- GAVE NO INDICATION OF HOW THEIR TALKS HAD GONE. BUT POLITICAL OBSERVERS SAY THERE ALREADY APPEARS TO BE AN EASING OF ANXIETY IN GOVERNMENT CIRCLES WHICH HAD BEEN APPREHENSIVE OF THE REPORT'S POLITICAL IMPLICATION. THE OBSERVERS SAY THAT, SO FAR, THERE HAS BEEN NO INDICATION THAT THE REPORT CONTAINS MATERIAL SUFFICIENTLY CENSORIOUS TO BRING ABOUT RESIGNATION OF ANY GOVERNMENT MINISTERS.

    ONE OF THE ISSUES REPORTEDLY BEING DISCUSSED IS WHETHER IT WELL BE NECESSARY TO RECALL PARLIAMENT FROM HOLIDAY TO AUTHORISE THE REPORT'S PUBLICATION, THUS PROTECTING AGAINST ANY POSSIBLE LIBEL OR OTHER ACTION BY PERSONS NAMED IN IT. A FULL CABINET MEETING IS FIXED FOR THURSDAY.
