    Background: AFGHANISTAN

SOVIET SOLDIERS IN AFGHANISTAN HAVE BEGUN A SERIES OF MANOEUVRES NEAR KABUL IN AN APPARENT EFFORT TO FORESTALL THE GUERRILLAS IN THE COUNTRY FROM MARKING THE FIFTH ANNIVERSARY OF THE SOVIET INCURSION INTO AFGHANISTAN ON DECEMBER 27th. THE ARMY HAS ALSO PULLED BACK SOME TROOPS FROM THE SENSITIVE LOGAR VALLEY, SOUTH OF THE CAPITAL AS PART OF ITS SECURITY BUILD-UP. PAKISTAN-BASED GUERRILLAS FIGHTING THE 115,000 SOVIET TROOPS IN THE COUNTRY SAY THEY WILL STAGE SEVERAL ATTACKS ON KABUL TO MARK THE OCCASION, DURING THE FIVE YEARS OF SOVIET OCCUPATION OF THE COUNTRY THE FIGHTING BETWEEN THE GUERRILLAS AND THE SOVIET AND AFGHAN TROOPS HAS CONTINUED. THE USA SAYS THE RUSSIANS HAVE BROUGHT MORE TROOPS INTO THE COUNTRY DURING THE LAST YEAR IN AN EFFORT TO STOP THE CONTINUING GUERILLA ATTACKS, BUT THE MILITARY STRUGGLES HAVE ROVED INCONCLUSIVE WITH BOTH SIDES CLAIMING SOME SUCCESS. ALTHOUGH THE MUJIHADEEN HAVE RECEIVED CONSIDERABLE FINANCIAL AND MILITARY AID FROM WESTERN GOVERNMENTS, THE TOLL OF CIVILIAN CASUALTIES HAS BEEN HIGH AND THOUSANDS OF AFGHANS HAVE FLED THE COUNTRY INTO NEIGHBORING PAKISTAN. THE PAKISTAN GOVERNMENT HAS ACCUSED THE SOVIETS OF BOMBING REFUGEE CAMPS ALONG THE BORDER. AS THE TENSION INCREASES WITH THE APPROACH OF THE ANNIVERSARY, SOVIET SOLDIERS HAVE BEEN SHOWN LIVING A NORMAL LIFE WITH THEIR FAMILIES IN AFGHANISTAN.
