    Background: MANAGUA AND VARIOUS NICARAGUA

    Agriculture Minister Jaime Wheelock, faced with a potential shortage of coffee harvest workers, spoke on November 23 to a large group of government employees who have agreed to harvest the country's vital coffee crop. Normally the harvest is gathered by Nicaragua's student population, but the simmering war of words between Washington and Managua -- and what the Sandinista government perceives as an impending Untied States military intervetnion -- has forced the Ortega administration to keep most of the young people in the capital to guard the city against possible attack. Wheelock exhorted his listeners to support the national revolution and to defend the sovereignty of Nicaragua in the event of a U.S. invasion. The crowd responded to the minister by chanting " no pasaran" -- "they shall not pass" -- and by singing national hymns. Tension between the Central American republic, which overthrew fifty-year military dynasty in 1979, and the Reagan Administration has been mounting throughout 1984, with charges and counter-charges flying between the two republics with increasing ferocity.
