Background: Former Nicaraguan dictator, Anastasio Somoza accompanied by friends and relatives arrived in Paraguay earlier this week, and has been accepted in the country as a temporary resident.

SYNOPSIS: Somoza'a presence is not being treated lightly. Armed guards continually patrol outside his villa -- a precaution against attacks by radical left-wingers.

Already a student organisation has protested his presence in the country and it has urged the Paraguayan government to turn him over to the Sandinistas in Nicaragua.

However the possibility of the Paraguayan government doing this is remote. For the past thirty years Paraguay has been under a State of Siege. And some of its more notorious guests have included Nazi doctor, Josef Mengele, a paraguayan citizen until the government finally revoked his citizenship earlier this month. For his part Somoza made the most of a news conference where he attacked the United States for abandoning his government. Somoza said he gave up the fight against the Sandinistas because he was tricked by the U.S. "and especially by President Carter". When asked about his future Mr. Somoza said he planned to stay in Paraguay for some time, and then decide where else to go. One likely possibility is Uruguay. The Nicaraguan government has said that it will start extradition proceedings to bring the former strong-man back to stand trial.
