Background: President Gerald Ford arrived in Belgium on Wednesday (28 May) to attend the NATO summit meeting due to begin the next day. Accompanied by his wife, he was greeted at the airport by King Baudouin and Queen Fabiola. A total of three thousand police and gendarmes, including sharp-shooters on the roof, mounted the biggest security operation ever seen at Brussels airport. The United States Secretary of State, Dr. Henry Kissinger, arrived before the President. He had flown in from Paris where he had attended two days of debates on energy and raw materials problems with the ministers of other leading industrialised countries.
