Background: Argentine's president, and head of the military junta, lieutenant General Videla and other leading government officials flew to Rosario for the country's traditional flag day ceremonies. Other members of the junta presided over similar ceremonies in other parts. Its always been held in Rosario-in front of the 'Monument to the flag' which was put up in honour to the Argentine General Belgrano who was said to be passing in the area when the idea of the flag occurred to him. Videla told the ceremony he had never the people so happy before their flag before.
