    DAYAN: "One group and one issue are the Palestinians who reside in the area of the West Bank and Gaza and Jerusalem. This is one group, and we have to talk to them. I am sure that we can reach an agreement with them that would be based on the abolishment of the Israeli Military Administration, and living together in equality. Not the Palestinian State, but no Israeli. This is one group, but there is another group, the Palestinian refugees who are in Lebanon, and in Kuwait and in jordan and in other countries, and this is not for Israel to resolve, it cannot, it does not have the means to solve that problem, so this is a kind of international problem, and we declared time and time again that if and when the International Community and the countries concerned and the Palestinian refugees leader will resolve to settle the problems of the refugees, Israel would be ready to participate in that. But I don't think a solution would be for them to establish a Palestinian State. We wouldn't accept it and we don't think that's the answer for that. So when I say that we have to talk to the Palestinians, what I'm saying is we are ready, well, I'm speaking just for myself, you know that, I do not represent the Israeli government, but we have to talk, with....Palestinian Arabs who live in the area, about how to live together in Jerusalem, in Nablus, in Gaza alike one with the other. But also with the refugees, not the terrorists, not Yasser Arafat, not the P.L.O. But there are civilians there, there are two million people, women ad children refugees. And this is not way to solve the problem by living another ten year, another twenty years in refugee camps."

    Background: Former Israeli Foreign Minister Moshe Dayan said on Thursday (28 February) that Israel should abolish military administrations in Gaza and the West Bank and pull out its troops from the main Arab cities to break the deadlock in the Palestinian Autonomy talks. Mr. Dayan told a news conference Israel should make unilateral gestures towards the people in the occupied territories in the same way as it opened the bridges with Jordan after the 1967 six-day war and allowed a free flow of Arabs into Israel. Mr. Dayan, in Paris as a guest of the United Jewish Appeal, said that even if the autonomy talks were to succeed, they would solve nothing if Palestinian civilians weren't involved directly.
