    ELMAGBRAL: "Mr. Ministers since that summit a group of experts from the three countries have met in Kinshasa to try to study the problem and come out with definite proposals."



    OMARA: "In the opinion of my delegation and indeed my government we think that declaration was an excellent performance by two leaders and we think the performance a very important basis for future co-operation between our three states. It is in that belief Mr.Chairman that Uganda has spared no effort in attending all meetings and implementing that declaration."

    Background: Ministers from three countries with difficult economic problems -- the Sudan, Zaire and Uganda -- met in Khartoum on Friday (22 January). The three ministers, Mr. Ibrahim Elmagbral of the Sudan, Mr. Aliro Omara of Uganda and Mr. Kinkela Mpitu from Zaire, discussed possible avenues of economic co-operation between their respective countries. A special economic agreement was signed on Sunday (24 January). In Uganda, industrial output is about 15 per cent of capacity and coffee exports, so essential to the economy, are down by millions of dollars. The country's debt to oil companies is said to total 60 million dollars. Zaire is in debt with budget deficit amounting to 327 million dollars and Sudan has just been granted a 220 million dollar standby credit from the International Monetary Fund.
