    Background: President Senghor emphasised the importance of the English language when he opened the British Institute in Dakar last Friday (November the 20th).

    The Institute was built at the request of the Senegalese Government. It was financed by the British Government and will teach English to more than 300 students.

    The opening was attended by the Marquis of Lothian, Undersecretary of State at the British Foreign and Commonwealth Office, who has been touring Africa. The first stone of the building was laid two years ago by Britain's Queen Elizabeth when she stopped at Dakar on her way to South America.

    Lord Lothian, speaking at the opening, said that every educated man wanting to specialise, every student wanting to become a researcher, and every politician, must know how to read English, if not to speak it.

    President Senghor, in his opening speech, said Senegal was not disowning the French-speaking community in Africa, but it considered English a necessary complement to French.

    The Institute is estimate to have cost GBP76,000 (202,000 dollars).
