Background: The Ministerial Council of the Organisation of Senegal River States (OERS) opened a three-day meeting in Dakar on June 1. The meeting was mainly concerned with navigation on the river.

Senegal's Minister of State for Public Works, Transport and Communications, M. Mady Cisshoko, presided at the meeting with Ministers of the other three member countries -- Mauritania, Mali and Guinea.

They had before them reports of a joint study of the river from the mouth to Kayes in Mali, 590 miles (950 kms upstream), made jointly by the OERS secretariat and the United Nations Development programme.

The Secretariat proposes development of the river in three stages:
1. Utilisation of the river in its present state, some small scale works and organisation of goods traffic.

2. Execution of major works studied during the first stage.

3. Regularisation of the whole river basin with construction of a barrage at Mananatali in Mali.

The OERS proposes to develop St. Louis du Senegal as an interchange port for sea and river traffic and a series of river ports as far up as Kayes. it also proposes an inter-state buoy and beacon service and flood warning system, an inter-state river navigation company and co-ordination of river, rail and road transport.
