    Background: INTRODUCTION: There've been talks in the Lebanese capital, Beirut, between the Romanian Foreign Minister Stefan Andrei and Lebanese Prime Minister Chafic al-Wazzan. The two are reported to have discussed developing links between the two countries, and to have reviewed events in the Middle East.

    SYNOPSIS: Mr. Andrei was met at Beirut airport by officials of the Lebanese government. His arrival came only days after Romanian and Syria had attacked Israel for what they called the oppression of Palestinian communities and aggression against Lebanon.

    Romanian has kept up continual contacts with Arab nations, President Nicolae Ceacescu having made three separate visits to Syria. Romanian is the only Eastern Bloc country to have diplomatic relations with Israel ... and has, in the past, acted as a mediator in Middle East affairs.

    Despite this, the Romanian government has taken a tough stand on Israeli actions. A joint statement from President Ceaucescu and Syrian President Hafez al-Assad, earlier this month, said both countries were disturbed by what they called Israeli violations of Arab heritage, oppression of residents in Israeli-occupied Arab lands, and expulsions of Palestinians from their homes. The statement claimed the only solution was for Israel to withdraw from all Arab territory occupied since 1967.
