Background: The controversial guerrilla war in El Salvador continues unabated. In this region -- close to the border with Honduras -- government soldiers have armed the civilian population of farmers. The government has claimed that abuses by the military on the civilian population have been halted and discipline has been tightened up. The guerrillas have burnt out trucks and several armoured vehicles in this region. The terrain is not very conducive to military operations and is of help to the anti-government guerrillas who know the countryside well. The government, however, has United States military aid, including helicopters, which gives them a distinct advantage in scouring the hills for guerrillas. The US military aid has been the subject of much controversy. Recent reports by visiting US congressmen have indicated the government of El Salvador is abusing the population and President Reagan is facing opposition in his bid to send more military and economic aid to the country.
