    Background: The arrival of Russian Ambassador Abramov at Vientiane Airport Dec 6 was marked by an official ceremony - attended by Mr Khamsing, the Minister of Economy for Laos - to thank the Soviet Government for their air shipments of badly needed petroleum and food supplies.

    Hundreds watched as, after a speech of gratitude by Mr Khamsing - representing neutralist Premier Prince Souvanna Phouma - the Soviet Ambassador presented him with a miniature petrol drum as a symbol of the aid extended by Russia.

    Supplies of petroleum, diesel oil and paraffin have been scarce in Laos since pro-Western Thailand closed its border to all overland shipments.

    Accompanied by his family and six Minister, Prince Souvanna Phouma arrived Dec 9 in Pnompenh, capital of Cambodia, by air from Vientiane. It was reported that they were fleeing from Laos where opposing forces of the army were facing each other across a bridge in Vientiane. Urgent negotiations were taking place to prevent a clash.
