ANDREI GROMYKO, THE SOVIET FOREIGN MINISTER, ARRIVED IN ANKARA YESTERDAY FOR A SIX-DAY VISIT THAT MAY HERALD A NEW IMPROVED PHASE IN RUSSO-TURKISH RELATIONS.

    IN A STATEMENT TO NEWSMEN AT THE AIRPORT, MR. GROMYKO SAID RUSSIA VIEWS HIS VISIT AS "THE CONTINUATION OF USEFUL TALKS WITH TURKISH STATESMEN..." THE SOVIET FOREIGN MINISTER ARRIVED IN ANKARA FROM VIENNA, WHERE HE ATTENDED CEREMONIES MARKING THE TENTH ANNIVERSARY OF THE AUSTRIAN STATE TREATY.

    TODAY, MR. GROMYKO CONFERRED FOR TWO HOURS WITH MR. SUAT HAYRI URGUPLU, THE TURKISH PRIME MINISTER. MR. HASAN ISHIK, THE TURKISH FOREIGN MINISTER, WHO TOOK PART IN THE TALKS SAID LATER THEY WERE CONDUCTED IN A "SINCERE AND UNDERSTANDING ATMOSPHERE".

    MR. GROMYKO'S TALKS WITH TURKISH LEADERS ARE COVERING POLITICAL, ECONOMIC AND TRADE RELATIONS BETWEEN THE TWO COUNTRIES AND INTERNATIONAL DEVELOPMENTS WITH SPECIAL EMPHASIS ON CYPRUS.

    THE TURKISH PRIME MINISTER ACCEPTED AN INVITATION TO VISIT MOSCOW AT A DATE TO BE FIXED LATER.

    MR. GROMYKO IS FLYING TO ISTANBUL FOR A DAY'S REST TOMORROW BEFORE RESUMING TALKS WITH TURKISH LEADERS FOLLOWING CONFIRMATION THAT STRIFE-TROUBLED CYPRUS HAD BOUGHT RUSSIAN ANTI-AIRCRAFT MISSILES. IN CYPRUS TONIGHT, DEFENCE MINISTER POLYCARPOS GEORGHADJIS STATED THAT CYPRUS HAD PURCHASED ROCKETS AND OTHER MILITARY EQUIPMENT FROM RUSSIA UNDER AN AGREEMENT SIGNED IN MOSCOW SEPTEMBER 30, 1964.
