Background: AN ESTIMATED 1300 PEOPLE ARE NOW HOMELESS AFTER A FIRE WHICH GUTTED PART OF MOTOMACHI TOWNSHIP ON THE SMALL ISLAND OF OSHIMA, ABOUT 60 MILES (96 KMS) SOUTH OF TOKYO. THE FIRE WHICH ALLEGEDLY BROKE OUT IN A FISH SHOP RAGED FOR SEVEN HOURS EARLY YESTERDAY (TUESDAY) DESTROYING ABOUT ONE-THIRD OF THE TOWNS 900 WOODEN HOUSES.

AN OVERTURNED KEROSENE STOVE IS SAID TO HAVE STARTED IT ALL. WITHIN MINUTES THE FLAMES SPREAD TO ADJOINING PROPERTY AND FROM THERE STRONG WINDS, GUSTING UP TO 75 MILES (120 KMS PH) AN HOUR, FANNED THE BLAZE WITH ALARMING RAPIDITY. THE TOWN FIRE BRIGADE, ARMED WITH THREE FIRE ENGINES AND FOUR HAND CARTS ALL FITTED WITH HAND PUMPS, WERE HELPLESS.

WITH MOST OF THE ISLAND'S YOUNGER PEOPLE WORKING IN TOKYO, THE JOB OF COMBATTING THE FIRE WAS MAINLY LEFT TO OLD MEN AND WOMEN. AFTER A FEW HOURS THE WATER SUPPLY GAVE OUT, AND AS A LAST RESORT BUILDING WERE PULLED DOWN TO MAKE FIRE BREAKS.

ON THE MAINLAND, TOKYO'S METROPOLITAN POLICE HEADQUARTERS ORGANISED A MAMMOTH RESCUE OPERATION. BEDDING, FOOD AND EMERGENCY SUPPLIES WERE PUT ABOARD SHIPS ON JAPAN'S MARTIME SELF-DEFENCE FORCE. THE TWO WARSHIPS USED IN THE EMERGENCY OPERATION ALSO CARRIED DOCTORS, NURSES AND SOLDIERS TO HELP IN THE TASK OF RESCUE AND RELIEF.

DESPITE THE FACT THAT THOUSANDS OF PEOPLE FLED THEIR HOMES, NO ONE WAS KILLED, BUT A LARGE NUMBER WERE REPORTED HURT. THE FIRE, WHEN BROUGHT UNDER CONTROL, HAD BURNED OUT THE ENTIRE CITY CENTRE DESTROYING THE TOWN HALL, POST OFFICE, OTHER PUBLIC BUILDINGS AND ABOUT 300 HOUSES.

TO CATER FOR THE HOMELESS, THE RELIEF MISSION BROUGHT WITH 2000 SETS OF BEDDING, 10,000 PREPARED MEALS AND SUFFICIENT CANNED GOODS TO MAKE ANOTHER 5000 MEALS.

MOTOMACHI IS A NOTED TOURIST RESORT AND THE MAIN TOWN ON OSHIMA ISLAND. IT IS FAVOURED BY MAINLAND PEOPLE DURING THE WINTER BECAUSE OF ITS WARM CLIMATE AND ITS POPULATION EXISTS MAINLY ON THE TOURIST TRADE. HOWEVER, IT'S EXPECTED THAT THE TOWN WILL TAKE A LONG TIME TO RECOVER FROM THE FIRE, THE DAMAGE FROM WHICH HAS BEEN ESTIMATED AT GBP2 MILLION STERLING.
