Background: Visnews toured Budapest this week, caught the 'vote' posters, the citizens chatting, shopping, against a background of new buildings that have replaced those shelled in the November revolt two years ago.

The Hungarian Communist Government picked the second anniversary of the suppression of the anti-Soviet revolt to announce November 4 the chief members of the new parliament of one party who will be voted into office November 16.

Listed for the November 16 vote - there is only a single party official list - are Janos Kadar, First Secretary of the Communist Party and other members of the present regime.

Recently the Hungarian newspaper Nepszava made a limited inquiry into the reaction of the man in the street in Budapest: Nineteen of the twenty people interviewed exercised caution, replied in terms suited to the Government.

Some six and a half million Hungarians will be going to the polls.

Observers reported the main talking point was the standard of living, now generally on the rise. Officially the average monthly earnings of the average worker was being given as 1200 forints - a figure rated in London as too high, the usual figure quoted being from 800 to 1000 forints.

(Apart from propaganda value in over-rating earnings, the official exchange rate of 33 forints to the pound sterling and the tourist rate of 60 forints to the pound was also seen as a reason for the difference in value of the earnings).

Visnews reported Budapest looked brighter than a year ago. People were better clad, shops were moderately well stocked with mass-produced goods.
