Background: INCREASED TERRORIST ACTIVITY IN ALGERIA SINCE JANUARY 1, HAS LED TO THE DEATHS OF MORE THAN 300 PEOPLE. IN ALGIERS, JANUARY 17, LIFE CONTINUES, AT LEAST ON THE SURFACE, TO SHOW LITTLE OF THE UNDERLYING TENSION.

WHILE TROOPS AND RIOT POLICE KEPT CLOSE WATCH ON CORNERS, AND PATROLLING THE STREETS, BOTH EUROPEAN AND MOSLEMS WENT ABOUT THEIR DAILY ROUTINE, PAST SIGNS OF THE O.A.S. (ORGANISATION OF THE SECRET ARMY) AND THEIR OUTLAWED LEADER, GENERAL SALAN, HASTILY DAUBED ON WALLS OF OFFICES AND HOMES. STREET MARKETS WERE CROWDED AND PUBLIC TRANSPORT RAN NORMALLY.

PUBLIC TRANSPORT CAME TO A STANDSTILL IN ALGIERS ON JANUARY 19, WHEN A MOSLEM BUS DRIVER WAS WOUNDED. BOTH EUROPEAN AND MOSLEM EMPLOYEES CALLED FOR MORE PROTECTION, INCLUDING ARMED GUARDS. THEY WERE JOINED JANUARY JAN 20, BY ELECTRICITY WORKERS ALSO CALLING FOR MORE PROTECTION AGAINST TERRORISTS.

IN PARTS, JANUARY 17, FRENCH MINISTERS MET GENERAL DE GAULLE TO DISCUSS THE SERIOUS LOCAL SITUATION IN ALGERIA. THEY PROMISED FIRM ACTION TO STOP THE SITUATION FROM GETTING WORSE. HOWEVER, THE NEXT DAY, THE PRESIDENT, AFTER REVIEWING FRENCH SECURITY IN ALGERIA, DECIDED TO CONTINUE WITH HIS EARLIER PLAN TO WITHDRAW TWO ARMY DIVISIONS AT PRESENT IN ALGERIA.

ORAN, THE SECOND CITY IN ALGERIA, HAS BEEN THE SCENE OF FIERCE STREET FIGHTING BETWEEN LARGE BANDS OF EUROPEAN YOUTHS AND RIOT POLICE. THE YOUTHS THROWING GRENADES AND STONES AT GENDARMES, HAVE SERIOUSLY HAMPERED SECURITY FORCES IN THE SUBURBS. IN AN EXPORT TO STAMP OUT THE CLASHES, AN INDEFINITE CURFEW WAS IMPOSED ON THE EUROPEAN CENTRE OF ORAN.
