    Background: INTRODUCTION: Large supplies of arms and equipment are reported to have been reaching the leftist guerrillas in El Salvador through Cuba and Nicaragua. According to officials of the Defense Department in Washington, they are even receiving M-16 rifles, the standard issue of the U.S. army. This is happening at a time when the United States itself in increasing its own military aid to the government side in El Salvador. On Tuesday (27 January) dockworkers in Genoa refused to load military vehicles on to a Peruvian ship which they believed was bound for El Salvador.

    SYNOPSIS: The armoured vehicles at the Italian port were left standing on the quayside. It was not until the Peruvian government confirmed the Cuzco would be sailing directly to Peru that the dockers agreed to load them on board. The ship sailed the same day.

    The Pentagon officials say recently discovered guerrilla arms caches in El Salvador have also included Soviet and Chinese-made rifles, anti-tank weapons and other equipment. But one official stated there was no proof that Nicaragua's government was sending military supplies to the rebels. He said the guerrillas had failed to win popular support for their offensive this month. They'd set up liberated areas in the countryside and were daring the government to attack them.

    According to the Pentagon, the El Salvador government's forces are not yet organised enough to be sure of victory.
