    KIKHIA: "Those who are in favour of this draft resolution raise their hands. We have fifteen affirmative votes, no vote against, and no abstentions. The draft resolution contained in document S/12,400 has been adopted."



    WALDHEIM: "We have today clearly witnessed an historic occasion. The adoption of this resolution marks the first time in the 32 year history of our organisation that action has ben taken under chapter seven of the charter against a member state. It is abundantly clear that the policy of apartheid as well as the measures taken by the South African Government to implement this policy are such a gross violation of human rights and so fraught with danger to international peace and security that response commensurate with the gravity of the situation was required."



    YOUNG: "We have just sent a very clear message to the government of South Africa that the measures which were announced on October 19 have created a new situation with South Africa's relationship with the rest of the world. There should be no further doubt in Pretoria today that the continuation of the course on which the government of South Africa is now embarking can only lead to further strains on the ties between South Africa and the other members of the International Community."



    NTLOEDIBE: "How are we expected to treat the gesture by Western permanent members of this council coming as it does when racist South Africa itself by its own admission states that arms embargo would not adhere because it is self sufficient on that score. Western permanent members of this council have already supplied her with enough arms, ammunition and spare parts. They have supplied her with so much arms and nuclear technology and nuclear weapons capability that the racist regime is enabled to wage a war between five and eight years without any shortages. Hence their enthusiasm to support a symbolic arms embargo."

    Background: The United Nations has imposed a mandatory ban on arms shipments to South Africa. The Security Council unanimously adopted the ban-its first ever sanctions against a member state. South Africa has been under fire for its racial policies and recent anti-apartheid crack-down.

    SYNOPSIS: The ban was not unexpected is South Africa, and political observers said it would have little effect as the country's defence forces were already well-equipped.

    Soviet Union permanent representative Oleg Troyanovsky said he thought it would have been better to adopt the resolutions of the three African countries which were vetoed. But he said although the unanimous resolution was a compromise, the Soviet Union found it possible to vote for it. The vote for the ban had followed the defeat of harsher African resolutions, vetoed by the United States, France, and Britain. Andrew Young of the United States said the resolution was a genuine compromise.

    But not all the UN delegates welcomed the terms of the resolution. Elias L. Ntloedibe of the Pan African Congress thought it needed sharper teeth.
