Background: Security was strict outside the Mexican Foreign Ministry building in Mexico City where the final session of the Organisation of American States on Saturday (23 February) concentrated on the question of Cuba re-entry.

Heavily armed police patrolled the streets outside the conference centre as United States Dr. Hanry Kissinger arrived for the controversial closed session.

Afterwards Dr. Kissinger told a press conference the Cuban re-entry issue was one "that could only be addressed in a wider context" and not at the Mexico conference.

Earlier, conference sources said Dr. Kissinger had ignored calls from Columbia, Peru, Venezuela and Jamaica for Cuba to be included in the "new dialogue" between the United States and Latin America.

Dr. Kissinger also told newsmen that no final decision had been taken on the sale of cars to Cuba made by Argentine subsidiaries of U.S. motor firms.

There had been speculation that the United States would allow this, partially lifting the economic blockade of Cuba.

Dr. Kissinger also said he was happy with the results of the Mexico conference saying it had injected a new spirit into inter-American relations.
