    TRANSCRIPT: SEQ. 2: DR. WAIYAKI: "We believe that this conference should foster and encourage even greater cooperation in the whole field of human settlements. At Stockholm, the international community realised that human settlement problems could only be solved adequately by adopting a comprehensive approach. It was realised that the interplay of rural stagnation, rural to urban migration and unplanned neighbourhoods in urban areas were related, and thus, were major factors in the decline in the quality of life. It is befitting, therefore, that the first principle of the Stockholm conference should start with the declaration that "Man has the fundamental right to freedom, equality and adequate conditions of life, in an environment of a quality that permits a life of dignity and well being."

    Background: Kenya's Foreign Minister, Dr. Munyua Waiyaki, addressed the United Nations Habitat Conference on human environments during the second-day debate in Vancouver, Canada, on Tuesday (1 June).

    Dr. Waiyaki called on the conference to foster and encourage "even greater cooperation in the whole field of human settlements".

    He said the international community already realised that human settlement problems could be solved adequately only by adopting a comprehensive approach.

    The conference is the largest gathering ever staged by the Unites Nations. Its aim is to tackle basic human problems such as housing shortages, pollution and starvation.
