    BEGIN: "The problem of the Palestinian Arabs living in the Judea, Samaria and Gaza district it is a novel human Jewish-Zionist idea. To live together with the Arab neighbours, not to have another border within Arab Israel but neither to have bloodshed, attacks or counter-attacks as there used to be for nineteen years or more, but to live with them in peace and with human dignity. We shall reserved security because otherwise the PLO (Palestine Liberation Organisation) will takeover and this is an implacable enemy bent on the destruction of Israel, and also an ally of the so-called Islamic revolution as lately as their spokesman said. And that proves what kind of enemy they are and also allied to Moscow, such a state ruled by the Arafats and by the Khaddoumis would be in Judea and Samaria a mini Afghanistan and would be a solid base in the heart of the Middle East. And of course it would be a mortal danger to us."



    Under the Israeli plan Israel would control foreign affairs and security as well as state lands, water resources, currency, television, radio, information and postal services. The Palestinians would deal with such matters as education, health, labour, transport and local police.

    Background: The Israeli cabinet has decided to stick to its plan for limited self-rule for Palestinians in occupied territories although Egypt rejected it last weak. Prime Minister Menachem Begin said in Jerusalem on Sunday (20 January) the Egyptian demand to give executive and legislative powers to the Palestinians distorted the 1978 Camp David accords between Egypt and Israel. Mr. Begin said the world must be told that Israel will stock firmly to its position and oppose the establishment of a Palestinian State. The 26-point Israeli plan would give the Palestinians responsibility for only limited municipal services and no real political power.

    SYNOPSIS: Last week (18 January) Mr. Begin outlined his feelings on Palestinian rights to newspaper editors.
