PRESIDENT, I HAVE RECOMMENDED IN THE REPORT UNDER CONSIDERATION THAT THE MEMBERS OF UNEF SHOULD BE EXTENDED FOR ANOTHER PERIOD OF SIX MONTHS, I BELIEVE THAT THE MAINTENANCE OF THE PRESENT QUIET IN THE EGYPT-ISRAEL SECTOR IS ESSENTIAL TO FURTHER PROGRESS IN SOLVING THE UNDERLYING PROBLEMS OF THE MIDDLE EAST AND THAT UNEF PLAYS A VITAL ROLE IN THIS REGARD. I WISH TO SAY, HOWEVER, THAT THE OVERALL SITUATION WILL REMAIN FUNDAMENTALLY UNSTABLE AS LONG AS THE UNDERLYING PROBLEMS ARE UNRESOLVED AND THAT PEACE-KEEPING MECHANICS -- WHILE PLAYING A VITAL ROLE -- ARE NOT A SUBSTITUTED FOR PROGRESS TOWARDS A JUST AND LASTING SETTLEMENT.     THE FORCE WAS ONE YEAR OLD ON THURSDAY, (24 OCTOBER), WHEN THE COUNCIL MADE ITS DECISION.

    THE PEOPLE'S REPUBLIC OF CHINA AND IRAQ WERE THE ONLY TWO COUNTRIES WHICH DID NOT SUPPORT THE DECISION AND ABSTAINED FROM VOTING.

    QUESTIONS RAISED BY THE SOVIET UNION ABOUT THE COST OF THE FORCE -- KNOWN A UNEF -- AND ITS FREEDOM OF MOVEMENT WERE RESOLVED DURING INTENSIVE PRIVATE CONSULTATIONS.

    THE AMBASSADOR FROM THE PEOPLE'S REPUBLIC OF CHINA, HUANG HUA, SAID HIS GOVERNMENT -- WHICH DISAGREES WITH THE PRINCIPLE OF U.N.PEACE-KEEPING FORCES -- WOULD NOT PAY ITS SHARE OF THE UPKEEP OF UNEF.
