Background: In South Vietnam yesterday, President Thieu made Hue the second stop on his morale-building tour of the two main battle-fronts.
This was his second visit to the city since the North Vietnamese offensive started. It was his first since he replaced the top commanders in the northern military region.
Thieu handed out medals and decorations to South Vietnamese marines who have been manning the northern front line. The marines have been doing most of the fighting around Hue.
It was they who dug in and stopped the initial enemy advance. They have made two brief raids into territory captured by the North Vietnamese.
In an impromptu news conference, President Thieu took a strong stand. He said any hopes for peace rest on military developments leading to negotiations.
Referring to the Moscow summit, President Thieu said the easing of tension between Moscow and Washington brings the hope of peace for South-East Asia. But he said it is still only a hope.
