Background: PRESIDENT TITO OF YUGOSLAVIA AND HERR WALTER ULBRICHT, THE EAST GERMAN LEADER, HAVE BEEN DISCUSSING THE INTERNATIONAL SITUATION, EAST GERMAN-YUGOSLAV RELATIONS AND INTER-PARTY RELATIONS. THEIR TALKS BEGAN SOON AFTER MARSHAL TITO ARRIVED IN EAST BERLIN YESTERDAY (TUESDAY) ON HIS FIRST OFFICIAL VISIT TO EAST GERMANY.

LATER YESTERDAY, THE YUGOSLAVIAN PRESIDENT LAID A WREATH AT THE SOVIET WAR MEMORIAL IN THE EAST BERLIN DISTRICT OF TREPTOW. HE WAS ACCOMPANIED BY HERR WILLY STOPH, THE EAST GERMAN PRIME MINISTER.

THE 6-DAY VISIT IS EXPECTED TO SET THE SEAL ON IMPROVED YUGOSLAV-EAST GERMAN RELATIONS. THESE HAVE BEEN BUILT UP CAREFULLY FOLLOWING QUARRELS IN 1958 WHEN EAST GERMANY WAS PROMINENT AMONG COMMUNIST COUNTRIES ATTACKING YUGOSLAVIA FOR REVISIONISM.

HERR ULBRICHT -- HEAD OF STATE AND PARTY LEADER -- PAID A ONE-DAY VISIT TO BELGRADE LAST SEPTEMBER AND WAS BELIEVED TO HAVE URGED PRESIDENT TITO TO SEEK WIDER RECOGNITION FOR EAST GERMANY AMONG NON-ALIGNED COUNTRIES.
