    Background: Zambian President Kenneth Kaunda arrived at the Tanzanian capital, Dar-es-Salaam, on December 3 to hold talks with President Julius Nyerere on the problems facing their countries' jointly-owned Tanzania-Zambia Railway. The meeting involving the heads of state and some key ministers was also aimed at signing a joint trade agreement. However, the main issue was the troubled 2,000 kilometre-long (1,200 mile) railway. Built by China between 1970 and 1976, the railway has had constant administrative, financial and technical difficulties. The repayment of 400 million US dollars lent by China to the two countries should start in 1983, but diplomatic sources say Tanzania and Zambia do not have the funds to do so. Two topics the presidents discussed were the inter-nation transfer of funds for the railway, and its overall performance. The only official comment after the meeting, however, was that the talks had been "fruitful". Meanwhile, another problem between Tanzania and Zambia has been partially resolved. It was announced on December 2 that the oil pipeline from Tanzania will resume supplies to Zambia after a 15-day interruption due to lack of funds. A tanker carrying 85 tonnes of crude oil was expected in Dar-es-Salaam on December 7, with a cargo to feed the pipeline the two nations jointly own.
