Background: President Bourguiba of Tunisia conferred with Arab League delegates on their arrival in Tunis, March 16, for private talks later with leader of the Algerian nationalist Government- in-exile.
The Arab League delegates' arrival coincided with the French Government's announcement of its wish to engage in discussions with the Algerian Nationalists on the future of Algeria. At the same time in Tunis, the Algerian Nationalists under M. Ferhat Abbas were continuing their talks in secret on ways of negotiating with France.
Heading the Arab League delegation is League Secretary-General Hassouna, greeted at Tunis Airport by Dr. Sadok Mokaddem, Secretary of State at the Tunisian Foreign Ministry, and by ambassadors of Arab countries in Tunis. M. Hassouna then went into consultations with President Bourguiba - a prime mover in helping to start negotiations in Algeria following his meeting with President de Gaulle of France at the end of last month.
