    Lieutenant-Colonel Mengistu Haile Mariam, who led Ethiopia since the overthrow of its feudal monarchy 10 years ago, was elected head of the country's political party in Addis Ababa on September 10. Mengistu's election as Secretary General of the Marxist-Leninist Workers Party of Ethiopia (WPE) took place at the movement's formal launching after a five day founding congress. Hundreds of Eastern bloc officials and representatives of communist parties were present, including Djibouti's President Hassan Gouled and South Yemen's Ali Nasser Mohammed. And East German leader Erich Honecker was expected for the start of celebrations on September 12. Vowing "Revolutionary Ethiopia or Death" Mengistu told raptures delegates at the end of the Congress that "Our faith in Marxism-Leninism is complete". Mengistu said the party would be dissolved at a future date and the party would draw up a constitution before the country declared itself a people's republic. Western officials said there was no doubt that Mengistu would be the President. The Congress of the ruling Marxist-Leninist Party approved a 10-year economic plan which would provide a springboard for the construction of a Socialist society while forgoing closer links with the Soviet bloc.
