    DEMONSTRATOR: "THEN WHY DON'T THEY DO IT ?"



    SENATOR: "BECAUSE WE HAVEN'T YET GOTTEN THE VOTES. WE CAME REASONABLY CLOSE LAST TIME...... IN THE MEANTIME, THE ONLY THING WE CAN DO IS USE THE TOOLS AVAILABLE. AND THE TOOL THAT I WOULD LIKE TO SEE US BE ABLE TO USE SUCCESSFULLY IS TO GET A MAJORITY OF VOTES TO SHUT THE WAR OFF."



    DEMONSTRATOR: "YOU'VE ALREADY GOT IT."



    SENATOR: "I'VE GOT ONLY ONE VOTE. I'VE GOT ONLY ONE VOTE. THERE ARE NINETY-NINE OTHERS."



    DEMONSTRATOR: "YOU REPRESENT YOUR COUNTRY, NOT YOUR DISTRICT, AND YOU'VE GOT SEVENTY-THREE PER CENT OF THE PEOPLE BEHIND YOU."

AND THEY LOBBIED EVERY AVAILABLE SENATOR WITH APPEALS FOR AND END TO THE WAR. ONLY A HANDFUL OF DEMONSTRATORS WERE ARRESTED -- THOUGH HERE'S THE PROMISE OF MORE MILITANT DEMONSTRATIONS TO COME.
