Background: EAST AND CENTRAL AFRICAN LEADERS AT THE 14-NATION 'GOOD NEIGHBOURS' SUMMIT MET IN DAR ES SALAAM, TANZANIA TODAY (15 MAY) IN A FINAL PRIVATE SESSION BEFORE JOINING THEIR DELEGATIONS IN THE FORMAL CLOSING MEETING. ON TUESDAY THE DISCUSSIONS WENT ON SO LATE THAT A POSTPONEMENT OF THE CLOSING SESSION WAS UNAVOIDABLE, AND NOT UNTIL TODAY DID THE PUBLIC LEARN OFFICIAL DETAILS OF THE CONFERENCE'S DECISIONS.

ACCORDING TO A COMMUNIQUE READ BY THE TANZANIAN PRESIDENT JULIUS NYERERE TODAY (WEDNESDAY), RHODESIA WAS THE MAIN TOPIC UNDER DISCUSSION. THE COMMUNIQUE SAID THE CONFERENCE NOTED WITH GREAT CONCERN THE WORSENING SITUATION, AND DECIDED TO MAKE REPRESENTATION TO CERTAIN WHITE STATES TO STOP THEIR AID, NOT ONLY TO RHODESIA, BUT ALSO TO SOUTH AFRICA AND PORTUGAL.

ON THE NIGERIAN CIVIL WAR, THE COMMUNIQUE SAID THE CONFERENCE WELCOMED THE CURRENT TALKS TO FIND A PEACEFUL SOLUTION, EXPRESSED THEIR HOPES FOR SUCCESS, AND THANKED THE GOVERNMENT OF UGANDA FOR FACILITIES TO HOLD DISCUSSIONS. EXPECTED PRESSURE FROM TANZANIA FOR A NEW INITIATIVE ON BIAFRA APPEARS NOT TO HAVE MATERIALISED.

OTHER TOPICS DISCUSSED WERE SOUTHERN AFRICA IN GENERAL, MERCENARIES, THE U.N. CONFERENCE ON TRADE AND DEVELOPMENT, REGIONAL ECONOMIC COOPERATION, THE DRAFT TREATY ON THE NON-PROLIFERATION OF NUCLEAR WEAPONS, AND OTHER SECURITY MATTERS.
