    BEGIN: "In 24 hours, units of our army accomplished despite grave difficulties of terrain and climate, the mission by which they were charged by the government of Israel. As we said before the operation started yesterday night, and was completed today in the afternoon. This operation is no retribution or retaliation for the bloody attack on Saturday on our citizens, because obviously there cannot be any retaliation or retribution for the blood of innocent citizens men, women and children. Such a retribution is just impossible. It was an act of legitimate national self-defence. It is our inherent right to defend our people and our country, in order to make sure that any attacks upon them will not be carried out in the future. And let me present to you a document which is written in two languages -- in Russian and in English. And this is a certificate given to a terrorist of the Jbriel (phon) group -- one of the most violent groups together with that of Habash and others, by the Soviet Union, which states that a certain member of the Jbriel (phon) group studied in the course of officers in the Soviet Union, and completed his studies and is proclaimed a staff officer."



    Asked how the operation might affect Middle East Peace talks Mr. Begin said: "If Egypt wants negotiations with Israel for a peace agreement, than all those events should not present an obstacle to achieving such an agreement and maintaining it". Answering questions on the attack, the Israeli Chief-of-Staff, Lieutenant-General Mordechai Gur, refused to reveal Israeli casualties, but said at least 100 guerrillas were killed. Defence Minister Ezer Weizman repeated an earlier statement that Israel was establishing a security belt along the entire 100 kilometre-long Lebanese border at a depth of 10 kilometres.

    Background: Israeli Prime Minister, Menachem Begin, has said that Israeli has achieved the objectives of its massive strike against Palestinian guerrillas in Southern Lebanon. Speaking to newsmen in Jerusalem on Wednesday (15 March), Mr. Begin stressed that no one in Israel wanted peace more than he did, but that Israel was prepared to fight to defend itself. The decision to send troops into Southern Lebanon, he said, had not been a reprisal operation for the weekend Palestinian commando attack in Israel. What the Israelis had done had been to exercise their right of self defence. He added that the Israelis would not stay permanently in Southern Lebanon, but that they would remain until an agreement was reached whereby Palestinian guerrillas would never return to Southern Lebanon. Mr. Begin, However, did not say who would be involved in this agreement. All he would say was that Israel would not deal with what he described as "the murder organisations". First though he expressed Israel's satisfaction at the performance of the Israeli troops in Southern Lebanon.
