Background: On March 23, Secretary of Defense Harold Brown departed Andrews Air Force Base, Maryland, for Frankfort, Germany. While in Germany he flew to the Grafenwoehr Training Area to observe training by U. S. and other NATO forces. After speaking to the troops, he returned to Frankfort/Mein. He then departed for Brussels Belgium, where he participated in a Special Defense Planning Committee Meeting on the 25th of March concerning the Airborne Warning and Control System.
