In his speech the First Deputy Premier of the Soviet Union said the cause of Cuba was the cause of the Soviet Union. Mikoyan indicated that the decision to remove Soviet missiles and jet bombers from Cuba reflected "the wisdom of the policy of avoiding a thermonuclear war and of helping the Cuban people achieve their independence." He repeatedly declared Russia the "friend and protector" of Cuba.
Before the speech...broadcast by television and radio throughout the country...Mikoyan made a brief appearance at Havana's central park. There...he laid a hammer and sickle wreath on the statue of the Cuban patriot, Jose Marti.
Mikoyan arrived at Havana on 2 November. His chief mission was to secure Cuban Premier Fidel Castro's agreement to Soviet-American plans for resolving the Cuban crisis...including removal of missiles and bombers and United Nations verification of their withdrawal. He arrived in New York on Monday, 26 November, for talks with Acting UN Secretary General U Thant and United States officials.
