Background: THE FORESTRY COMMISSION OF THE FOOD AND AGRICULTURAL ORGANISATION (F.A.O.) BEGAN A SIX-DAY CONFERENCE IN TOGO TODAY ON A WIDE RANGE OF AFRICAN FORESTRY SUBJECTS.

OPENING SPEECHES STRESSED THE IMPORTANCE OF THE EXPORT OF AFRICAN FORESTRY PRODUCTS; THE NEED FOR A CORRECT BALANCE TO BE STRUCK BETWEEN FORESTRY, AGRICULTURE AND INDUSTRY; AND THE NEED FOR A STABLE ECONOMY, BASED ON THE AFRICAN COUNTRIES' NATURAL RESOURCES, TO BUTTRESS THEIR INDEPENDENCE.

THE CONFERENCE IS ATTENDED BY DELEGATES FROM 26 AFRICAN COUNTRIES, AND BY OBSERVERS FROM BRITAIN, NORWAY, WEST GERMANY, THE U.S.A., FRANCE, CANADA AND DENWARKD.

AMONG ITS TOPICS OF DISCUSSION IS THE POSSIBLE AFFORESTATION OF AREAS BORDERING THE SAHARA DESERT.

AT THE OPENING SESSION, M. ADOSSAMA, CHAIRMAN OF THE CONFERENCE AND TOGOLESE MINISTER OF RURAL ECONOMY, SAID THAT EXPORTS OF AFRICAN FORESTRY PRODUCTS HAD ALMOST DOUBLED IN THE LAST 12 YEARS, FORESTS NOW COVERED ABOUT A QUARTER OF THE CONTINENT. HE WELCOMED THE RECENT APPOINTMENT OF M. MOISE MENSAH OF DAHOMEY AS F.A.O. AFRICAN REPRESENTATIVE IN THE ORGANISATION'S AFRICAN BUREAUX, AND CALLED FOR A LARGER AFRICAN REPRESENTATION IN THE ORGANISATION'S AFRICAN BUREAUX.

MR. MENSAH URGED THE DELEGATES TO INTEGRATE FORESTRY INTO A BALANCE DEVELOPMENT OF THEIR COUNTRIES' RESOURCES. HE PAID TRIBUTE TO THE ACTIVE PART PLAYED IN AFRICA'S FORESTRY PROJECTS BY ALL THE COUNTRIES REPRESENTATIVE AT THE CONFERENCE AND WELCOMED ESPECIALLY THE OBSERVERS FROM OTHER CONTINENTS.

MR. EKO-EBONGUE, CHAIRMAN OF THE COMMISSION'S FIRST SESSION (HELD IN 1960 IN IBADAN, NIGERIA), APPEALED TO ALL CONCERNED WITH FORESTRY IN AFRICA TO MAKE THE FULLEST USE OF THEIR RESOURCES AND MAKE THEM SERVE THE INTERESTS OF EACH COUNTRY'S ECONOMY. "WITHOUT A STABLE AND SOUND ECONOMY", HE SAID, "THERE CAN BE NO TRUE INDEPENDENCE". HE, TOO, PAID TRIBUTE TO THE INTEREST SHOWN BY INTERNATIONAL ORGANISATIONS AND OVERSEAS OBSERVANCES.
