    THE DEMONSTRATION WAS ORGANISED BY THE DELHI PRADESH JANA SANGH PARTY, WHICH PRESENTED A MEMORANDUM TO THE PRIME MINISTER, MRS GANDHI, LISTING A NUMBER OF GRIEVANCES.

    DEMONSTRATORS -- LED BY THE PRESIDENT OF THE DELHI BRANCH OF THE PARTY, DR. MAHIVIR, AND A NUMBER OF MEMBERS OF PARLIAMENT -- MARCHED THROUGH THE STREETS OF THE CAPITAL BEFORE GATHERING OUTSIDE THE PRIME MINISTER'S RESIDENCE. THEY CHANTED PROTEST SLOGANS AND CARRIED BANNERS.

    POLICE KEPT THE DEMONSTRATORS OUTSIDE THE HOUSE WHILE A DELEGATION WAS ALLOWED IN TO SEE MRS GANDHI. THEY PRESENTED HER WITH A MEMORANDUM PROTESTING AGAINST BUDGET LEVIES AND THE "STEP-MOTHERLY" TREATMENT METED OUT TO DELHI BY THE CENTRAL GOVERNMENT. THE DELEGATION DEMANDED BETTER PUBLIC FACILITIES IN THE CITY AND MORE AID.

    THE JANA SANGH HAS ALSO BEEN DEMANDING A FULLY-FLEDGED STATE GOVERNMENT AND AN ASSEMBLY FOR DELHI DURING A NUMBER OF PROTEST MEETINGS OVER THE PAST WEEK.
