    Background: Mr. Edvard Kardelj -- the man regarded as the most likely successor to 82-year-old Yugoslavian President Tito -- was in Ljubljana, capital of the Republic of Slovenia in Yugoslavia, on Saturday (15 June), for a final round of celebrations commemorating the Slovenian peasant uprisings four hundred years age.

    Mr. Kardelj represents Slovenia in the newly-instituted nine-man rotating Presidency.

    The central event was Mr. Kardelj's unveiling of a fifteen-four-high (5 meters) statue of a group of peasant. From 1572 to 1574 the Slovenian peasants mounted a series of rebellions to combat the decline in their conditions and a repressive Government. The rebellion resulted in the peasants gaining more power. In a speech, Mr. Kardelj connected the peasant uprisings with the struggles of the proletariat in Yugoslavia to set up a Communist Party after the last World War.

    Mr. Kardelj said that the new political re-organisation -- of which he was the main architect -- gave modern peasants more self-government.
