Background: Britain's Foreign Secretary, George Brown, arrived at the Soviet Mission to the United Nations today with a proposal to re-open the Geneva Peace Conference to discuss Viet Nam.
The Soviet foreign minister, Mister Gromyko, was polite,but when the ninety minute meeting was over, no one was very hopeful.
British and Russian were co-chairmen of the conference that ended the French-Indochina war. Britain would like to meet again, arrange a cease-fire and neutrality and send in an international peace keeping force. Russia and North Viet Nam both say the Viet Cong must be recognized as representing the Vietnamese people.
American Quakers have been attempting to send medical supplies to North Viet Nam and the Niet Cong, as well as South Viet Nam and tomorrow this May result in a border incident. The Americans, with medical supplies, cash and cheques, will attempt to cross the Peace Bridge from Buffalo to Fort Erie, accompanied by Canadian Quakers, There may be arrests because the United States maintains that medical aid is like any other aid to the enemy. The director of the Quaker Action Group of Philadelphia, Ross Flanagan, was asked if he feels he's helping an enemy.
