Background: In Santos, Brazil earlier this week ex-President Janio Quadros emerged briefly out of seclusion to go aboard a ship which was to take him into exile.

He had tried to keep his whereabouts secret but some admirers found him and followed him to the dockside. From the look on Quadros' face, he was under heavy emotional strain. For reasons which to this day remain obscure, he was heading into voluntary exile after creating monumental confusion and perhaps setting the stage civil war in Brazil.
